Journal Overview

The International Journal of Monitoring, Evaluation and Learning (IJMEL) is a peer-reviewed, fully open-access scholarly journal dedicated to advancing monitoring, evaluation, learning (MEL), and evidence-informed decision-making across public, private, and non-profit sectors. IJMEL provides a global platform for researchers, practitioners, policymakers, and development professionals to publish high-quality research, applied practice insights, methodological innovations, and policy-relevant analyses that strengthen accountability, effectiveness, and learning in programmes, projects, and institutions—particularly within Africa and the Global South, while maintaining global relevance.

 

Focus and Scope

IJMEL publishes original and high-quality contributions covering theory, practice, and innovation in MEL, including but not limited to: monitoring and evaluation theory, design, and methods; applied evaluation practice and case studies; policy analysis, governance, and systems evaluation; health, education, environment, climate change, and development evaluation; gender, equity, ethics, and professional standards in MEL; learning systems, adaptive management, and organisational learning; digital MEL, data systems, and innovation; and evaluation capacity development and professional practice. The journal welcomes quantitative, qualitative, mixed-methods studies, systematic reviews, conceptual papers, policy analyses, and practice-based research.

 

Peer Review Process

All manuscripts submitted to IJMEL undergo a rigorous double-blind peer-review process to ensure scholarly quality, originality, relevance, and ethical integrity. Editorial decisions are independent and guided solely by academic merit.

 

Open Access Policy

IJMEL is a fully open-access journal. All articles published in IJMEL are made immediately and permanently available online, without subscription fees, access barriers, or embargo periods. The journal is committed to promoting the free exchange of knowledge, supporting evidence-informed policy and practice, and ensuring equitable access to research outputs for practitioners, policymakers, researchers, and the wider public. Readers may read, download, copy, distribute, print, search, or link to the full texts of articles without seeking prior permission, provided appropriate attribution is given.

All articles published in IJMEL are licensed under the Creative Commons Attribution 4.0 International License (CC BY 4.0). Authors retain copyright of their published work. By submitting and publishing in IJMEL, authors grant the journal the right of first publication. IJMEL does not impose additional restrictions beyond those specified in the Creative Commons licence.

 

User Rights

Under the CC BY 4.0 licence, users are permitted to share (copy and redistribute) the material in any medium or format, adapt (remix, transform, and build upon) the material, and use the material for any lawful purpose. Users must provide appropriate credit, include a link to the licence, and indicate if changes were made.

 

Article Processing Charges (APCs)

IJMEL currently does not charge Article Processing Charges (APCs) for submission, peer review, or publication. Any future changes to APC policies will be clearly communicated on the journal website prior to implementation.

 

Publisher and Sponsorship

IJMEL is published by the Metropolitan Research and Education Bureau (MREB), a not-for-profit research and capacity-building institution. Editorial decisions are made independently, and sponsors or partners have no influence over editorial content or publication outcomes.

 

Archiving and Preservation

IJMEL ensures long-term digital preservation and accessibility of its content through secure journal hosting infrastructure, participation in recognised digital preservation and archiving services, use of stable URLs and permanent article identifiers, and compatibility with LOCKSS/CLOCKSS-compliant preservation frameworks.

Names and email addresses entered on the IJMEL website are used exclusively for journal-related purposes and will not be shared with third parties. IJMEL is committed to protecting personal data in accordance with applicable data protection regulations.
